According to Caesar's will, as read by Mark Antony, he bequeathed 75 drachmas to each Roman citizen. All the parks and orchards that belonged to Caesar were to become public places and Caesar gifted, to the people and their posterity, the freedom to visit a foreign land.

Caesar's Will -
 To every Roman citizen he gives—to every individual man—seventy-five drachmas (silver coins). Also, he’s left the citizens all his walkways—in his private gardens and newly planted orchards—on this side of the Tiber River. He’s left them to the citizens of Rome and to their  heirs forever—public pleasures in which they  will be able to stroll and relax.
