FEDERALISM

a system of govt. in which power is divided between a central authority and various constituent units of the country.

has 2 levels of govt.

1) central govt for entire country responsible for subjects of common national interest

2)  state govt. for each state responsible for day to day administation

different tiers govern the same people

each tier has its own jurisdiction as specified and guaranteed by the constitution

1)LINGUISTIC STATES

creation of states on the basis of languages is known as linguistic states

it helps in recognising differences based on culture,ethinicity and geography

it has made india more united

it has made the administration more easier

it has provided equal status and treatment to all languages

2)LANGUAGE POLICY

a safegaurd to all languages

one of the important aspects of indian constitution

hindi was recognised as the official language

other 21 languages were recognised as scheduled languages

remaining languages were recognised as non scheduled languages

states can use their own official language

3)CENTRE STATE RELATIONS

after 1990,the centre state relation changed in india.

a) rise of regional political parties in many states of india

b)beginning of the era of coalition govt. due to lack of a clear majority of a single party in lok sabha

this led to a new culture of power sharing and respect of the autonomy of state govts.

it was supported by a major judgement of the supreme court that made it difficult for central govt. to dismiss state govts. in an arbitrary manner

thus federal power sharing became more powerful.
