Because- 1.DIFFICULT TERRAIN In the north east region many mountain ranges are present which makes it difficult to build tracks or roads through them.So air travel is preferred. 2.MIGHTY RIVERS In this region big and wide rivers with swift flow are present which makes it difficult to construct road or railway bridges.Hence air travel is best suited. 3.Dense forest cover Presence of dense forest cover in this region makes difficult to construct railway.So air travel can fly over forests. 4.Flodding in monsoons As these areas receive heavy rainfall so there is a risk of flodding due to overflow of rivers.This can damage the roads and railways. 5.INTERNATIONAL BORDERS It has international frontiers with Myanmar,Bangladesh and China.Under these conditions air travel is preffered in these risky area for faster transport.

These rivers also get flooded frequency, due to which surface communication links are damaged. (ii) This area has dissected relief features, preventing durable construction of rail and road links.
