 the non- cooperation movement gradually slowed down in cities because of the following reasons:

1. KHADI cloth was expensive. it was not affordable by the common people

2. boycott of british institutions posed a problem. there were no indian institutions that could be used in the place of british institution. so,people started joining back in the british instiutions.
