Why does any woman have not observing power like Newton, Einstein,Archimedes,Galileo and many other scientist.Is it a difference between male and female.

Go through the history. You will find many woman who were eminent scientists and have made various discoveries in various feilds. Some examples include :
Marie Curie, Rosalind Franklin, Maria Meyer, Lise Meitner, Barbara McClintock, etc.
There are many more in the list. There is no relation of discoveries with the gender, whether male or female.
