The poverty line varies from time to time and from place to place because as we can see the person who is not able to afford or can fulfill his basic needs is a poor**..so as we can see in rural areas an average has the minimum consuption of 2400 kcal so that he is not below ((bpl))*in urban it is 2100 kcal ....so it varies from area to area... And in USA there is otger estimation for poverty line that is if a person consumes a 1$ /day then he is not in bpl......thumbs uppppp..
