why does the shadows change its length?

At early morning, the rays are slanting, most of the light is block by an object and so the shadow is longer.

At noon, the sun is over head. The sun rays makes maximum angle with the ground which is 90⁰. The shadow formed is very small because least rays are blocked by the object.

Again at the time of sunset, the sun rays are slanting, so the shadow is longer.
