4.Explain briefly the role of the State in uploading freedom of the citizens.

Dear Student,
The state upholds the freedom of citizens by providing various rights and powers to them. Freedom of residents of the state decides the extent of freedom, for example, freedom of residents relies upon the desire of rulers in a government, majority rule state (democratic government) awards crucial rights to the residents. 
A state is constrained by the government because whatever the government does, it influences, the freedom of residents and if any contention gets vicious, it thwarts the everyday existence of the state. 
In the event that the state can't oversee armed force and police, it upsets the lawfulness of the country. 
A Modern government assistance state consistently tries to secure the freedom of backward individuals along with its all residents. Government always tries to create an environment of peace and harmony among citizens by providing them liberties and at the same time restricting them to some extent.

The state maintains 'justifiable constraints' or reasonable restrictions on people so that they cannot harm others and their freedom. It provides positive liberty to its citizens to enable them to expand their ability and talent.
