and the Harshavardhana?

Solution-
In the reign of Guptas and Harshvardhan the villages remained as the chief unit of administration.Kings tried to gain support of economically and socially powerfull persons of his kingdom.
For example some important administrative posts were now made herideitery , sometimes one person held many offices in the kingdom.These powerful persons have a say in the local affaires also. The policies were effective but sooner or later some of these men grew strong enough to set their own independent Kingdoms.
