No. The theory that equal volume will have equal no of molecule at equal presser holds only for gases. Not for solid or liquid.
In above case water has more no of molecule than vapour.

We know that the intermolecular space of the gases is more than that of liquid.So, having the same volume of water and steam,the molecules of water are more than that of gases or steam.
