​​​​A fuse requires current to be flowing through so as to let the heat produced determine its functionality in the circuit. While resistance is the offered part obstruction to current, resistivity is the property of the material of which a fuse will be made up of. So, in case if the resistivity is on higher side, it will not allow current to pass through fuse and defeating the purpose of any heat sensitivity of fuse to act upon in case of overload or short circuit.
