Calcium is a metal and when it is added to water, it forms calcium hydroxide and hydrogen gas is evolved which causes effervescence.
Ca(s) + H2O(l) → Ca(OH)2(aq) + H2(g)
Calcium hydroxide, i.e., Ca(OH)2 is a basic solution and basic solution turns red litmus blue.
