"all statistics are data, but all data are not statistics." explain

All statistics are data, but all data are not statistics. This is because there can be two types of data - qualitative and quantitative. Stats always deals with data, but only with quantitative data which includes figures and numbers. Hence, we can say that the above statement is apt and true in all sense.

if i gave 500 rs. to rahul it is a data but will it be called as statastics?
ofcourse not stastics is not based on one data it is collection of data
ofcourse statastics is a data but every data is not statstics

But human happiness index deals only with qualitative data still it is stats.....???
