The reaction scheme is shown below :

X reacts with alc. KOH to give an alkene Y.Now, Y on reaction with water in presence of H2SO4 will give alcohol. This follows Markovnikov addition i.e. OH will attach to more substituted carbon. Z can also be obtained by reaction of Xwith aq. KOH which means X is a secondary halide.  CH3CH(X)CH3  alc. KOH CH3CH=CH2  H2O/H2SO4 CH3CH(OH)CH3            (X)                                       (Y)                                              (Z)CH3CH(X)CH3 aq. KOH CH3CH(OH)CH3          (X)                                          (Z)
