2) : They will repel each other because when the plastic straws are rubbed with the cotton cloth they both will acquire the similar charge and the like charges repel each other. Hence both the straw will repel each other.
4): No , at that time lightning will not happen because all the charges will flow from cloud to air and then from air to ground.
