(a)  1 and 2 are negatively charged particle ( electrons ) as they are deflected towards + plate
     3 is positively charged particle( possibly proton )

charge to mass ratio is directly proportional to the virtical displacement
 
Thus particle 1 has highest q/m ration

(b)

$$\begin{gathered} Capaci\tan ce of spherical conductor is= \frac{Q}{V} \\ V=\frac{Q}{4\pi {\epsilon }_{0}R} or C=4\pi {\epsilon }_{0}R \\ {C}_1=4\pi {\epsilon }_{0}R while C_2=8\pi {\epsilon }_{0}R \\ so C_2=2C_1 \end{gathered}$$
