The narrator comes to the town searching for Lutkins and comes across a hack driver, who convinces him that he knows where Lutkins is. After going to a few places, the narrator returns to his office. He returns to find out that the hack driver himself was Lutkins. Bill does this because he is a cunning person. He didn't want to disclose his true identity.
