The bryophytes are called as the true amphibians of the plant kingdom. As Pteridophytes also need water for fertilization but contain vascular system, so they are refered as the vascular amphibians of plant kingdom.

 No,we cannot call pteridophytes as amphibians.We know that pteridophytes are evolved from bryophytes and during the course of evolution pteridophytes retained some primitive character of bryophytes and sexual reproduction with the help of water is one such retained primitive character of pteridopytes.
