can we say that in trickle program there lack govt participation

The main objective of the Trickle Up programme was to help poor people below poverty line to take their first step out of poverty by providing them resources for establishing micro enterprises . These enterprises make the poor people self dependent and open new channels of income generation . Government should come forward to provide subsidies , funds , credit at cheaper interests to set sup such enterprises . But yes due to lack of proper government participation this programme has not reached its paramount success level . Subsidies are provided but sometimes proper market is unavailable . At other times the credit system is weak .
