Could we take 40 or 30 as base

ya sure, you can take 40 and 30 as bases too, as they are multiple of the actual base 10.

10*4 = 40 and 10*3 = 30.

but do not forget to multiply the diferenc of the( base 40 or 30)  and ( sum of the defecits or surplus).
