MLA is the Member of legislative assembly that is Vidhan Sabha who is elected directly by the people ,from a selected constituency. | A Minister is one who is elected as an MLA or MP first and then he gets an important position in the government. He is in charge of a particular ministry and offfered a portfolio. |
| MLA may not necessarily belong to a ruling party. He /she may represent an opposition party in the assembly but is elected by people. | A minister must be from the ruling party which has formed the government. |
| All MLA's are not ministers | But all Ministers must be MLA's or MP'S . |
