Do we write a rhyme scheme according to sound or the last syllable

Dear student,

A rhyme is a repetition of similar sounds (usually, exactly the same sound) in the final stressed syllables. So, the sound of the last syllable determines the rhyme scheme.
A rhyme pattern, or rhyme scheme, indicates which lines of a poem have the same end rhyme.

Depending on the form of poetry, the ending of certain lines may rhyme with each other. Rhyme forms are usually referred to by using letters for each set. In poems that have ABAB schemes, the last syllable of the first line (A) rhymes with that of the third line, while the last syllable of the second line (B) rhymes with that of the fourth.

Example (ABAB):
This is line one
And this is line two
When it is done
It's clearer to you
