does less than 100 include 100 itself or below it?

Dear student,
less than 100 means <100. So, it doesn't include 100.
To avoid such confusion, a term "less than or equal to" is used. If anywhere it is mentioned 
less than or equal to 100 then it will include all number less than 100 and 100 also.
