4. at point P , draw a perpendicular PD ⊥ PB cutting the semicircle of step 3 at D.

5. with P as a center and PD as a radius , draw an arc to intersect the given circle at Q and R.

join PQ and PR.

then PQ and PR are the required tangent lines.
