Dear student,
Assertion  and Reason both are true . Reason is the correct explanation of assertion.
This is because ,  in case of plane mirror , which we can say has infinite focal length if considered as a spherical mirror. 
We get, v=-u , which has standard meanings.
v= image distance from the mirror
u= object distance from the mirror.
Therefore if mirror is moved nearer to the object(candle) , the u decreases , which also decreases the image distance v.
