Cloud seeding is a form of weather modification which is done to change the amount and type of precipitation fall from clouds, by dispersing chemical substances like silver iodide into the air which serve as cloud condensation and ice nuclei, which change the micro physical processes within the cloud. Dry ice and silver iodide are very effective in changing the physical chemistry of super cooled clouds.
So cloud seeding is a physical change.
