Dear student 

"Long live the King" is a proclamation, wishing the King a long and healthy life, even though ironically, he was dead.

"As is our custom" means, according to their customs. Their customs refer to their cultural rules and practises.

Laissez Faire refers to a policy, in any economic system, where people can trade with each other, without any kind of interference from the government. In this case, it means that the citizens are free to do as they please, because their King is a Melon, and therefore, is useless.
