The citizens were given the right to choose someone who could help them by appointing a king and the citizens decided to give that power to the person who would be the first to pass the gate. The man turned out to be a madman and he decided to crown a melon as a king. The subjects now had a king who could not interfere in their matters and they were free to do whatever they wanted to. Thus, the situation is actually a satire on the political situation of a state where people do not want to be governed by any one person and give away the decision making authority to a foolish man.
