explain the reasons for the company intention towards reform in land revenue system

The East India Company introduced permanent land settlement for Bengal, Bihar and Orissa in 1793. Under this system British rulers appointed tax farmers as landlords known as Jamidars/ Jagirdars. These tax farmers have to pay fixed commission to East India Company.

These intermediaries were introduced for the exploitation of farmers. Under this system the whole village was under one Zamindar and workers who were interested to work under him, was based on an agreement.

This Zamindari system was more exploitative as the Zamindars used to fix or hike the prices of the land whenever he wishes to do so.
