Dear Student 
The local time is the time of a specific country according to the merdidian running through it. It is determined by the movement of the sun. On the other hand, the Standard time is determined by the distance of a place from the prime Meridian thats runs through that place. The Standard time depends upon the time zone in which the place lies.
