If it's 30 to 20 then=
Decrease=10
Original no.=30
Decrease percent=10/30*100
=10/3*10
=100/3
=33.33%
But if it's 20 to 30 then:-
Increase=10
Original Value=20
Increase %=10/20*100
=10/2*10
=5*10
=50%
