First of all my question is not incomplete and it's clear. In grammar there is a chapter 'The Sentence.' In that there are clauses and phrases. So I know phrases didn't had verb nor complete sense, but is in grammar phrases are similar to Eng lit phrases. Like when I was in class 5 there was many phrases in Eng lit I am giving 2 phrases as an example - 'Slow and steady wins the race, haste make waste 'and second phrases is' He was an apple of her eyes'. So, can these phrases can be the examples of Eng lang phrases.

Strictly speaking, the examples provided by you ( Slow and steady wins the race, haste makes waste) are idioms. Idioms are a group of words whose meaning has been established by convention and usage. Their meaning is not derived from the words that make them up. Whereas, phrases are a group of words in a sentence which expresses a meaningful concept. Since they either lack a subject or a verb, they are not considered as clauses

Eg: An angry tourist
