7x=3y+15
$x=\frac{3y+15}{7}$
Checking whether the line intersects y-axis at y=-5:
On y-axis, x=0.
Put y=-5 and x=0  in the given equation.
We get
7(0)-3(-5) =15
0+15=15
15=15
So it got satisfied.
So we say, the line intersects the y-axis at y=-5
