Solution-.
Every group no. defines the no. Of valence electrons in the valence shell and the period number defines the no. Of shell. So, group 13 element has 3 valence electrons and period 2 element has 2 shells in total so, this element is Boron.
 
Another example with full procedure,  lets have example of Sodium,
Its configuration is 2,8,1 so, it belngs to first period as it has 1 valence electron and 3rd period due to having 3 shells.

To identify the Group and Period of an element
Step 1: Write a electronic configuration
For example Ca
Electronic configuration: 2,8,8,2
Since it contains 4 shells therefore it is of period 4.
Since it contains 2 Electrons in the valence shell therefore it belongs to group 2.

So, in general, 

Number of shells = Period number
Number of valence electrons decides group number.
