how can you identify whether an object carries positive or negative charge

We bring a test charged object near the charged object. If the test charge is positive, and there is repulsion it will mean that the charged body is positively charged as well. Similarly, we will be able to know whether the body is charged based on attraction or repulsion of charged bodies.
