How do 'd' block elements have last 2 shells are incompletely filled?

The elements which lie in between s block and p block are called transition elements. They are from group 3 to 12 in the modern periodic table. They have 2 incomplete shell, because the electrons are arranged according to Aufbau principle. i.e., with the increasing energy level electrons are filled up. After filling the 4s​ 2 electrons they enter into 3d orbital where 10 electrons are filled up. After filling up 3d10 electrons they enter into the 4p level likewise it can go up.
