How staffing is line as well as generic function?

It is a line activity as being a management function , it is performed by all managers. It is a generic function as it is closely linked to organising i.e. after designing the structure of organisation and position have been decided people are required to work in these positions. So they should be provided training and motivation to work in harmony with the goals of an organisation.
