how to complete headline completion properly?

News headlines are generally written in passive voice. Use of helping verbs is avoided. look at the examples given below:

1. THREE KILLED IN PLANE CRASH

Three people were killed in the plane that crashed while landing on the Mangalore Airport on the Tuesday morning.

2. NEW THERMAL POWER PLANT TO BE SET UP IN ORISSA

The central government has approved to set up a new power plant in Bhubaneswar, Orissa.
