Repulsion is a sure test for magnetism. If a steel bar is attracted by both the poles of magnet then it is not a magnet but if one end is attracted and other is repelled then it is a magnet

As a very basic technique, place that substance near any iron chair or rod. If it attracts, its a magnet. You can also break the substance into two and check if it attracts each other.
