If hypertrophy is not caused by cell division, then how do the number of filaments increase?

Hypertrophy is an adaptive response of a body to meet the workload where in the muscles gets enlarged without any cell division being taking place. It is heavy work that leads to the more proteins and filaments synthesis thereby achieving a balance between the demand and the cell's functional capacity in  case of skeletal muscles.
