If I say that one wire has 2 times the thickness of another wire
then does it mean that the RADIUS of the first wire is 2 times that
of the second wire or the AREA of the first wire is 2 times that of
the second wire ?

Dear Student ,
Thickness means the cross sectional area ,so when the first wire
has thickness two times so the area of the first wire is two times
that of the second wire
