Refractive index is defined as the ratio of velocity of light in one medium with respect to the velocity of light in another.

So if

$μ = \frac{v_{a i r}}{v_{m e d i u m}}$

Then from water to air

$μ^{'} = \frac{v_{m e d i u m}}{v_{a i r}}$

$μ^{'} = \frac{1}{μ} = \frac{1}{1.33}$
