The atomic number of scandium is 21 which means it contains 21 protons. The modern periodic table is based on the atomic number. 
If we see the electronic configuration of scandium it is as follows-
Sc - 1s2 2s2 2p6 3s2 3p6 4s3d1
As we see that outermost electron comes in d subshell so this element comes under d block and it contains 1 electron is d subshell which indicates that this element comes in the first group of d block which is 3rd group and maximum n value in this electronic configuration is 4, which indicates that it is of 4th period.
