In some books i have read that 'comma' is put before 'and'. What is the reason behind this?

- The 'serial comma' is put before 'and' in a series of words: India, Pakistan, and Sri Lanka are developing countries.
- Comma can come before 'and' when it is a conjunction that joins two independent clauses: She ate her food, and she went to bed.
