Yes, extragenomic DNA is present in both prokaryotes and eukaryotes.
In prokaryotes, its in the form of plasmid(small circular DNA, which is found in the cytoplasm, outside the genomic DNA.
In eukaryotes, extragenomic DNA is present in mitochondria and chloroplast .
