Soil moisture affects soil fertility. Plants need water to grow. The soil which can hold more water are consider to be more fertile. For example loamy soil can hold more water than sandy soil. Thus it is better for plants. The water holding capacity of soil make it better and fertile for plants. As minerals needed by plants are dissolved in this water only which plants can use. If there is no water in the soil the plants will not be able to take us these minerals also.
