In vascular plants, phloem is the living tissue that carries organic nutrients (known as photosynthate), particularly sucrose, a sugar, to all parts of the plant where needed. In trees, the phloem is the innermost layer of the bark, hence the name, derived from the Greek word (phloos) "bark". The phloem is mainly concerned with the transport of soluble organic material made during photosynthesis. This is called translocation.

 the xylem and the phloem, the xylem is made up of hallow dead cell laid end to end, these dead cells lose their cytoplasm and nuclie by disintegration during muturity of the cells, they have very strong walls made up of lignin and pits along their sides for lateral movements, the xylem vessels transport water and minerals from the root to the plant always in an upward direction.
the phloem tubes are made of many cells (living) joined end to end, but their walls have not been completely broken down, instead, they form sieve plates which have small holes in them, the cells are called sieve tube elements, they contain cytoplasm but no nucleus and do not have lignin, each sieve tube element has a companion cell which has a nucleus and other organelles and provides them with some of their requirements, phloem tubes transport sugars and food in the plant in both directions.

Xylem and phloem are the two types of antagonesic muscles in a plant, when one gives nutrients to the plant the other relaxes and when one gives water to the plant the other relaxes, it is usually the phloem which gives nutrience to the plant and the xyleum which gives water but this can change due to the type of plant or the certain wetaher conditions it is put through!
