These lines have been said by Gundabhatta, the doctor of Hosahalli. Here, the narrator mentions that whenever someone asks the doctor whether he has been to England, he says that he does not want to behave like a flea- pestered dog who keeps roaming here and there without any relief. A flea- pestered dog does not stick to one place but keeps roaming everywhere. Flea-pestered means being infested by fleas and ticks which can cause uncontrollable itching in animals.
