On page-19 in the last paragraph it is stated "constitution gave institutional expression to fundamental commitments:equality, liberty, democracy, sovereignty & a cosmopolitan identity". Kindly intimate that what does 'institutional' refers to here ?
It means instituted by authority under the laws and orders and are basic ,elementary.
