Land ceiling means fixing the maximum limit of land which could be owned by an individual.One of the hurdles faced by land ceiling was that the big landlords challenged the legislation in courts which caused delay in the implementation of law. They used this delay to change the ownership of land to their close relatives. They also used other loopholes existing in the law to escape from land ceiling.Kerala was one of the states were land ceiling became successful but in most of the other states it was a failure.
